At 50 users on the Advanced plan, you're paying £804 per month, or £9,648 per year, in subscription and per-user fees alone. That figure needs to be in your budget model from day one.
For teams where every employee needs a card or the ability to submit expense claims, per-user charges can quietly discourage full rollout. Shared logins create audit risk. If you've ever decided not to give marketing or sales their own cards because the per-user cost wouldn't justify it, that's the cost pressure at work.
Pleo's published pricing is a genuine advantage here. Buyers can model costs upfront without entering a sales process, and that clarity is missing from much of the spend management market.
Some platforms structure pricing differently. Spendesk is an all-in-one spend management platform consolidating company cards, expense management, accounts payable, procurement, and budgeting.
Spendesk doesn't charge per-user fees. Whether 10 or 500 employees use the platform, the subscription cost stays the same. That changes the calculation if you want every employee to have their own login without the price rising each time you add one.

Take a company processing £50,000 a month in international card transactions. On Pleo's Starter plan, that's £14,940 a year in FX fees alone. On Beyond, the same volume costs £8,940. The 1-percentage-point gap between Pleo's lowest and highest tier comes to roughly £6,000 a year on cross-border spend, before any per-user charges or subscription fees.
That's the scale most pricing pages don't show. For teams with regular cross-border spend, FX may be the single largest variable cost in your spend management platform.

Two details often get missed. First, the FX fee applies to invoice payments at the same percentage as card transactions. Second, upgrading from Essential to Beyond saves roughly £3,000 a year on FX at that £50,000 monthly volume, but Beyond costs £1,920 more per year before per-user charges. The more you spend internationally, the faster that upgrade pays for itself.
Other variable costs sit underneath FX. Invoice payment fees are the next-largest line for teams with high accounts payable (AP) volume: £1.50 on Starter, £0.95 on Essential and Advanced, included on Beyond. Reimbursement fees sit at 0.9% per reimbursement on Essential and Advanced (capped at £1), and are free on Beyond.
Smaller items add up at scale. ATM withdrawals cost £5 each on Starter and are free elsewhere. Bookkeeper access is £12 per month on Starter and included on every other plan. Overdraft activation carries a 2% fee on the limit, deducted immediately for the 12-month term.

Only Beyond includes purchase orders, which matters for AP teams. If you need three-way matching (purchase order, invoice, and delivery note), Beyond is your starting tier.
Pleo offers cashback on eligible plans: 0.5% on Advanced and 0.75% on Beyond. Cashback is capped at your subscription fee per billing period and transferred monthly to the Pleo Wallet for use on new expenses. Where European compliance gaps create hidden costs
Missing a payment rail or VAT capability creates manual workarounds, and those workarounds cost your team real time.
VAT handling: Pleo digitises receipts for tax purposes. Automated VAT line splitting is available on the Advanced and Beyond plans, with an exception for Spain, per Pleo's help centre. Pleo's master service agreement lists Luxembourg and Italy as jurisdictions where digitised receipts aren't accepted for tax, and requires Norwegian-registered customers to transfer their electronic storage within seven months. Pleo's help centre adds Spain and France to the list of jurisdictions where physical receipts must be retained.
HMRC Making Tax Digital: Pleo captures VAT data in real time and integrates with MTD-compatible accounting software (Xero, Sage, QuickBooks). Pleo provides the data; your accounting software handles the actual MTD submission to HMRC.
BACS and Single Euro Payments Area (SEPA): Neither BACS nor SEPA payment support is confirmed in any available Pleo documentation, including the Master Service Agreement, product pages, and help centre. You'll need direct written confirmation from Pleo before you proceed.
Multi-entity: Available on Advanced and above. Each entity must complete Pleo's onboarding individually, and billing is separate per entity by default. Pleo Financial Services UK Ltd is authorised as an electronic money institution by the Financial Conduct Authority (firm reference 1020730), and serves UK customers. European Economic Area (EEA) customers contract with Pleo Financial Services A/S, supervised by the Danish Financial Supervisory Authority. Your GBP and EUR balances on Pleo sit under e-money safeguarding rules. The Financial Services Compensation Scheme (FSCS), which protects bank deposits, doesn't apply to e-money balances.

The headline price is only the starting point
In spend platform pricing, the visible monthly fee is rarely the number that decides affordability. A £39-per-month headline becomes £556 per month once you add 50 users on Essential, and £804 on Advanced. Both figures still exclude FX charges and invoice fees. Your team size determines the baseline, but feature gates and international spend determine whether that baseline is realistic.
